The Procure Partnerships Framework pushes the boundaries of how procurement can support public sector bodies to deliver their strategic targets.

The Procure Partnerships Framework was established to support public sector bodies to procure contract partners. The framework is divided regionally, supporting the framework values of local delivery with national governance.

The Procure Partnerships Framework pushes the boundaries of how procurement can support public sector bodies to deliver their strategic targets. The framework is designed to be flexible and provides clients with single stage or two stage procurement options and up to eight forms of call off contract. There is also no fee for public sector bodies across the UK to access the framework and clients are always in full control of their project’s via their individual ‘Project Page’ hosted on the ‘iProcure ePortal’.

As well as helping to facilitate projects that will help shape our growing towns and cities, it was important for us to give something back and help protect the future of the industry through enhanced upskilling and training. Like other frameworks, our partners will be required to deliver projects in line with the Social Value Act, but we drive and monitor social impact with each project needing to create at least 12% of its GMP value in additional social benefit.

Through our experience and detailed analysis of procurement options across the UK, there are multiple factors that result in frameworks not working in the most efficient or beneficial ways for both client and contractors. We have addressed these issues when structuring the Procure Partnerships Framework, ensuring it is flexible yet robust, and that our clients can prove demonstrable value for money when procuring their projects in partnership with us.

Framework Director

Robbie Blackhurst

Robbie worked for a Tier 1 contractor for over a decade and during this period was responsible for Framework Management and project delivery across both National and Regional frameworks. These frameworks included Scape, Education Funding Agency, and Procure 21+/22.

Upon leaving major contracting he conducted a forensic analysis of frameworks available across the UK focusing upon where current framework options could be significantly improved to provide clients with demonstrable value for money, offer compliant flexability, and support project delivery. Robbie’s hands on role within the Procure Partnerships team is specifically to support Public Sector clients across the UK through the procurement process.

Robbie is currently in the final year of his PhD and in his spare time enjoys spending time with his two boys, Oliver and George.

Key Account Manager (West)

Louise Matthews

Louise’s role within the Procure Partnerships Team is to support clients throughout the procurement process and throughout project delivery stages.

Having worked for Tier 1 contractors for most of her career in the role of Framework Manager, Louise has been responsible for the successful delivery of large scales projects across both regional and national frameworks. Louise is a results-oriented professional, offering extensive experience in project development, construction, legal negotiation, and contract management. It is this experience that supports the Procure Partnership Framework to deliver on our commitment to supporting clients past procurement.

Louise has led complex large scale projects and driving cost savings opportunities and efficiency improvements through the effective management of people, processes, and technology.

Key Account Manager (North)

Faye Dolan

Faye has graduated from Huddersfield University and has a passion for Business Development. Faye joined the Procure Partnerships team after working with public sector clients at a regional Architectural practice.

She will continue to build up Procure Partnerships profile and engage public sector clients by showing them how the framework can offer them demonstrable value for money throughout the procurement process.

Faye also supports clients throughout the project delivery stages of each project and is responsible for managing the frameworks online ‘Monthly Monitoring System’. This link provides clients with a seamless transaction from procurement to project delivery, ensuring that Procure Partnerships is more than just a procurement vehicle.

In her spare time, she enjoys city breaks and socialising with friends.

Key Account Manager (South)

Phil Osborne

Phil joined the Procure Partnerships team as Key Account Manager in July 2018 and will support Public Sector bodies and partners across the UK when using the Procure Partnerships Framework to deliver their capital projects. Phil has worked in the construction industry for over 30 years and has experience in professional consultancy services.

Phil specialises in providing business development, strategy and procurement strategy services. He is both technically minded and diligent in his approach to project delivery strategy supporting clients to select the correct procurement and call off options for their projects and works closely with all contractor partners to ensure best practice is captured and shared across each regional framework. This gives him a strong platform from which to deliver a series of value-enhancing services to our Procure Partnership Clients.

Phil enjoys the outdoor life in particular golf and is an active playing and Director / Committee member at Caldy Golf Club. He lives on the Wirral and can often be seen on his daily lake walk around West Kirby Marine.

Key Account Manager (East)

John Boyce

John is the Procure Partnerships Key Account Manager for the East Midlands and East Anglia regions. He has worked in a Business Development capacity in the UK Construction Industry for over 30 years working for a number of the UK’s largest Building and Civil Engineering Companies.

Having Qualified with a Degree at Nottingham Trent University John then achieved a Masters Degree in Project Management at The University of Reading. Professionally Qualified as a member of both the RICS and CIOB, gives John a strong technical background and will support Public Sector Clients through procurement into project delivery.

John lives in the heart of the East Midlands and East Of England Region in a Village where he has resided for over 30 years and on a Residential Development he built-in 2005.

Marketing Manager

Conor Neild Crabb

Conor oversees the management of the marketing strategy; he is responsible for monitoring and executing internal and external marketing activities.

His role within the Procure Partnerships team is to support clients and contractor partners with publicising the good news stories that develop from the collaborative working environments that exist on each project across the framework.

Conor is keen to enhance the customer experience through business decisions informed by analysis of individual client interests and goals. He sees this as the foundation of a mechanism to share best practice that hopefully other framework users will adopt when delivering projects.

In his spare time Conor enjoys cooking, drawing and writing he can usually be found practicing one of these skills; or playing with his dog, Cosmo.

Framework Coordinator

Chris Kinsella

Chris is a trained administrator who supports all functions of procurement and project delivery across the Procure Partnerships team.

Her role within the Procure Partnership team is to monitor project performance through the coordination of monthly project monitoring reports and facilitate the completion of core project KPIs within the bespoke Procure Partnerships management system.

Chris also works closely with clients to ensure contractual compliance is achieved in line with PCR15 and guides them through the project initiation process at the beginning of the procurement journey.

In her spare time, Chris enjoys cooking and spending quality time with her children and grandchildren.
